how could i write horoscopes that take place in the 19 century in the United states

The word “horoscope” means taking a look at (-scopos) the hour (horos-).
In other words a horoscope is a map of the sky as it appears from a certain place on earth at a certain time.
Pop-astrology (sun sign astrology, often mistakenly called “zodiac signs”) uses the word incorrectly.
So I don’t really know just what you are asking for.

If you want to write up some little blurb that the newspapers call a “horoscope”, well just make something up. The people who write those things are not using astrology correctly or accurately, so you might as well just make something up.
